The Attorney-General of Hongkong however has no such assistance - a large file of miscellaneous papers is frequently dumped in his chambers with a brief request for his advice, and he has to dig out the relevant facts himself and to waste a great deal of time in reading irrelevant matter.
Similarly the Attorney General has no skilled draftsman to assist him, he must evolve all ordinances &c., out of his own brain.
In addition to all civil matters the Attorney-General is responsible for all Criminal cases both as grand Jury and Prosecutor.
No man, however able, could discharge all these duties singlehanded and at the same time carry on a private practice to the satisfaction of the Government and his clients.

The Colony has grown enormously since Sir William Goodman was appointed, and the work of the Attorney General has become much more complex and onerous than it used to be, and it is in my opinion impossible to retrench the cost of this department.
A comparison of the expenditure on the legal departments of this Colony with that of other places of equal size and importance would, I am convinced, show that these departments are run on extremely economical lines.
I agree that private practice keeps a man up to date in law and practice, and if any change is to be made I suggest that a properly qualified assistant (who must be a barrister) should be attached to the Attorney-General's department with the status of a cadet and the prospect of promotion to any other legal post in the Colony. There are at least 11 of such posts (in the Supreme Court, Law Officers, Magistracy, Land Office, and Bankruptcy Office) which require men of legal qualifications, and the supply of such men is frequently deficient.
